There are too many monsters more deserving of that sobriquet. Napoleon Bonaparte for instance.
There is an old Russian folktale about him. It tells how he made a deal with great Shaitan himself: the devil would make Napoleon Emperor of the World. His army would be invincible as long as Napoleon remained true to the wife the devil had picked for him.
